Many people have been reporting issues with periodically being unable to log into the community website. This appears to be due to some localization and persistent login changes that are being tested.
During this testing, the cookie formats are changing, and these changes may invalidate your locally stored cookies. When you attempt to login and are returned to the welcome screen, delete all your cookies that contain "guitarhero" in their name.
You should then be able to log in normally.
